[That's the thing about Vash the Stampede. He'll insist that his causes are just. He'll insist that he's only trying to do the right thing, or just give people space. Ultimately, he's only ever used people's own needs as a shield for himself. It's hard to say if it's conscious or unconscious. Knowing Vash, it's just another tool in his arsenal to piss people off and convince them to hold him at arm's length.
