But he...already made his mind up, when Zazie told him. He still refuses to fully believe it himself, even if the denial only barely shrouds the reality that something extremely big went down that he and Vash simply haven't witnessed yet. How can he possibly tell Vash that he's responsible for the destruction of an entire city? He can't. It would be cruel to tell someone like him that.
